Pool Heater Not Working Properly

Kari Miller, our Community Manager reported this afternoon that a new pool heater installed last year is not working properly. This is a temporary situation, and warranty repairs will be made as soon as possible. I will update the website when I hear the pool heater returns to good working order.

Summary of Annual Meeting Topic Discussion

A number of items were covered at last night's at the Master Association's Annual Meeting:
  • Financial reports and management reports.
  • Implementation of a new electronic key fob Pool access system is moving forward.
  • Discussion of updating Pool rules.
  • Presentation of concepts for new "Victor Gardens" Monument signs at the main entrance at Victor Hugo Blvd & Frenchman Road.
  • Presentation of concepts for a completed "Grantaire Green".

Lots Overgrown With Weeds

I've seen a number of questions recently again about mowing unbuilt lots. Many exceed the 1o" growth allowed by the City. This is an issue between the land owner and the City of Hugo. The Code Compliance Officer at Hugo City Hall can be reached at 651-762-6300.
According to the City of Hugo's code section 46-2-8:

Noxious weeds and tall grass.

a.

It shall be unlawful and prohibited for any owner, tenant, or occupant of land in the city to permit or maintain noxious weeds or other rank growth, as prohibited by state statutes;

b.

It shall be unlawful for any owner, tenant, or occupant of land in the city to allow or permit any growth of weeds, grass, brush, or other rank vegetation to a height greater than ten inches, or any accumulation of dead weeds, grass, or brush on such land;

c.

It shall be unlawful for any owner, tenant, or occupant of land in the city to allow or permit the growth of vegetation to a height greater than ten inches or noxious weeds on any land between the property lines of the parcel and the pavement edge of any public roadway;

d.

Tall vegetation along driveways and public roads that may impair visibility when entering or exiting public roads is prohibited;

e.

If the provisions of this subsection are not complied with, the code enforcement officer will mail a certified written notice, return receipt requested, to the owner, tenant, or occupant of the land requiring such person to comply with the provisions of this section. If the owner's address is unknown, the city clerk will publish a notice in the city's official newspaper. The notice and publication shall include the property address or description of the property and a description of the violation. The violation shall be abated by the owner within seven days of the mailing or publication of notice. If there is failure to comply with the violations outlined by this subsection, the city will abate the nuisance and assess the cost to the owner. The owner shall pay the assessment within 30 days or the assessment will be applied to the owner's property tax statement;

f.

Subsections (8)b and (8)c of this section shall not apply to:

1.

Natural areas, including, but not limited to, wetlands, prairie grass or wildflower restoration, public open spaces, stormwater ponds, wooded areas, rain gardens, bogs, or marshes;

2.

Land used for agriculture;

3.

Landscaped areas, as shown on an approved landscape plan;

4.

All property that is zoned rural residential, agricultural, long-term agricultural, and future urban service;

5.

All property that is not platted or developed. For the purpose of this subsection, the term "developed" means that the property has been improved with the construction of buildings, parking lots, or other facilities, excluding utilities or sewer or water lines;

6.

Any property that is undeveloped and platted greater than five acres;

Pool Open!

The Victor Gardens Pool is scheduled to open Friday May 28 at 10:00am. The new electronic key fob entry system is not yet in place, so you'll need to use your pool key to gain access for the time being.

Other than the obvious safety rules, sometimes overlooked rules should be highlighted:

1. No Glass! Please leave your bottles at home. If broken glass is discovered in the pool area, the entire pool may need to be drained, cleaned, and refilled.

2. Swim Diapers! This should be self explanatory. Pool contamination requires closing, draining, cleaning, and re-filling. It’s a process that’s expensive for the Association, and closes the pool for many days. It’s also completely avoidable. Please put swim diapers on kids that need them.
Also: Don’t feel like a summer “Grinch” when someone you don’t know tells you the old line, “I forgot my pool key at home. Please open the door for me?” In addition to overcrowding, allowing non-residents into Victor Gardens’ pool unfortunately presents a legal liability issue for all homeowners in the Victor Gardens Association

Reminder....VG Garage Sales May 20-22nd

As a reminder, we will be having our annual Victor Gardens Community yard sale this week/weekend. Hours will be 8:30-4P Thursday, May 20th through Saturday, May 22nd. We have placed ads in the St Paul Pioneer Press and the White Bear Press. We'll have a few signs around town but it's up to each homeowner to do their own directional signs within the neighborhood.

Covenants to be the Subject of a Special SFV Board Meeting set for Monday, May 24, 7pm

Victor Gardens' Single Family Village Board is meeting on Monday, May 24th, 7:00PM at Victor Gardens' Neighborhood Activity Center. The Board will focus this meeting on compliance with the Covenants. The Board continues to hear from residents requesting the Board address issues including parking, garages, play equipment, dead/diseased boulevard trees, project completion timeframes, storage of building materials, dumping grass clippings, and more. Some of these complaints are addressed by Covenants. Others are not.
All Single Family Village residents are welcome and are encouraged to speak with the Board during the meeting's resident forum. For those residents who have specific concerns: Please prepare for the meeting by researching the specific Covenant or Rule that concerns you. A complete, keyword searchable PDF, list of Covenants, Bylaws & Rules is available on the Master Association page and the Single Family Association page. Reminder: Both the Master Association's Covenants, Bylaws & Rules apply in Victor Gardens Single Family Village.
