Victor Gardens Pool Rules - 7/10

1. THERE IS NO LIFEGUARD ON DUTY, SWIM AT YOUR OWN RISK.

2. The swimming pool and water park are for the exclusive use of the members of Victor Gardens Community Association and their guests. The maximum number of guests per household is four.

3. The Victor Gardens Community Association, its officers, directors and agents assume no responsibility for injuries.

4. Children under the age of 14 must be accompanied by an adult 18 years of age or older.

5. People who cannot swim must wear lifejackets while in the pool.

6. Diving, running, wrestling, horseplay and throwing objects are absolutely prohibited.

7. Showers are required before entering the pool.

8. Persons who have infections or communicable diseases must not enter the pool.

9. Infants and toddlers who are not toilet trained must wear swim diapers.

10. Smoking is not allowed in or around the pool area along with the Activity Center.

11. No Food or Glass bottles are allowed in the pool area.

12. Alcoholic beverages are not allowed in the pool area.

13.* Drunkenness is not allowed and any intoxicated individuals will be asked to leave the pool area.

14.* In order to keep the pool area pleasant for everyone, radios, tape players, CD players and other audio devices must be played only with earphones. Loudspeakers are prohibited.

15. Pets are not allowed in the pool area.

16. Pool hours are 10:00 am to 9:00 pm. (during pool season)

17.* All pool toys must be removed from the pool each night, toys left in the pool will damage the pool’s mechanical system. (No Inflatable floatation devices are allowed in the pool except water wings, life jackets or infant/small children flotation seats.)

18.* All access to the pool area must be through the Activity Center. The gate is to be used for emergency purposes only.

19. Spitting, spouting water from the mouth, and blowing noses in the pool are prohibited.

20. The Victor Gardens Community Association Board of Directors reserves the right to revoke anyone’s pool privileges for not following these pool rules.

21. The Victor Gardens Community Association Board of Directors may amend these pool rules at any time, without notice. You can contact Community Development for the most current and up-to-date rules.

Grantaire Green Design Approved - New Common Space for Residents

Victor Gardens Community Association's common area known as "Grantaire Green" is a few steps closer to completion. In recent months, Landscape Committee Chair Tony Schwab, Goetz Landscape, the Master Board/ARC, Phil and Dawn Primeau worked together developing a landscape plan. It includes bench seating, planting beds, shrubs, perennial plants, turf grass, trees, and irrigation system. Currently the area is undeveloped and bordered on all sides by Grantaire Lane in Victor Gardens Single Family Village.
Neighborhood Development Partners, LLC, and Ron Mehl in particular, have been a great help in this process too. They'll play a key role in the project's construction following the expected approval by Hugo City Hall.
It's hoped that by the end of summer installation will be completed on the project. The location's great for the Association as it's just steps away from the Clearwater Creek Trail and the newly built footbridge. Bench seating will provide a great view and a resting place for trail users.
UPDATE: 7/16/10 The City of Hugo approved the plan.

Large "Victor Gardens" Monument Signs Proposed

During the recent Annual Meeting Julie Bixby, along with a sign vendor, proposed large "Victor Gardens" monument signs for the Board's consideration. The plans included design, color, and cost options. The permanent signs were proposed to be integrated within the pergola's trellis located at Victor Hugo Blvd. & Frenchman Road. Options were also presented to add permanent signs to Victor Gardens secondary entrances - possibly to be installed in future years. The Board is considering these proposals.

New Pool Key Fob Access System Nearly Ready

The transition from the old key operated system to a new electronic system is nearly complete. New hardware equipment, security gear, and software are in place. A few details remain, but the new system should be ready soon.

Can You Help?

Victor Gardens Social Committee needs your help. Do you, or someone you know have access to a digital video projector? The Committee is planning to reschedule Movie Night again in the next few weeks. They're asking for another one or two residents who could offer to help with a projector. We have a sound system, laptop, and screen.... the projector is the only missing element. Don't worry about being tech savvy... we can help with that too.
If you haven't attended Victor Gardens Movie Nights in the past, this will be a great excuse to get out and meet your neighbors!

VG Celebrates National Night Out--Aug 3rd

Please save the date (Tuesday, August 3rd) for the annual Victor Gardens National Night Out celebration in Arbre Park. We're hoping to have live music, activities for all ages, visits from our local police/fire departments, and great food!
Details are TBD and will be posted on this site and emailed to all residents in the coming weeks. In the meantime, mark your calendars and plan to start celebrating with us starting around 5:30P.
All Victor Gardens residents are welcome (and encouraged) to attend! This event will be for all ages and is sure to be a good time!

New Picnic Tables for Provence and Flora Green

Residents near Flora Way and Provence Way are enjoying two new picnic tables purchased by the Master Association. The new tables match others found in Arbre, Val Jean, and Victor Square Parks. They're sheltered in the gazebo structures in the areas known as Provence Green and Flora Green.

Theft from Vehicle Prompts Stepped-Up Sheriff Patrols

This afternoon, one of our neighbors in the Single Family Village sent me an email sharing some bad news:
"Last night our garage door remote was taken from our Jeep, along with some change. There was no sign of forced entry—we assume we forgot to lockup. We have filed a report with the sheriff and we have changed our garage opener frequency. We wanted to let others know so as to avoid repeats and to put neighbors on the alert that we have some opportunists in the area this holiday weekend. Great reason to put vehicles in garages----- Hopefully no others experienced this last night!"
She later wrote, " In addition, we had a suspicious drive by about an hour ago. A car of younger people blew past the stop sign at Cosette Way as they quickly sped away. (??) We did not catch a license plate, unfortunately, but the sheriff’s dept says they will increase patrol in our neighbor this weekend."
We've heard of similar problems in other parts of Victor Gardens in recent months. Considering the long weekend ahead, we should all make sure our doors and vehicles are locked.

Pool Heater Not Working Properly

Kari Miller, our Community Manager reported this afternoon that a new pool heater installed last year is not working properly. This is a temporary situation, and warranty repairs will be made as soon as possible. I will update the website when I hear the pool heater returns to good working order.

Summary of Annual Meeting Topic Discussion

A number of items were covered at last night's at the Master Association's Annual Meeting:
  • Financial reports and management reports.
  • Implementation of a new electronic key fob Pool access system is moving forward.
  • Discussion of updating Pool rules.
  • Presentation of concepts for new "Victor Gardens" Monument signs at the main entrance at Victor Hugo Blvd & Frenchman Road.
  • Presentation of concepts for a completed "Grantaire Green".

Lots Overgrown With Weeds

I've seen a number of questions recently again about mowing unbuilt lots. Many exceed the 1o" growth allowed by the City. This is an issue between the land owner and the City of Hugo. The Code Compliance Officer at Hugo City Hall can be reached at 651-762-6300.
According to the City of Hugo's code section 46-2-8:

Noxious weeds and tall grass.

a.

It shall be unlawful and prohibited for any owner, tenant, or occupant of land in the city to permit or maintain noxious weeds or other rank growth, as prohibited by state statutes;

b.

It shall be unlawful for any owner, tenant, or occupant of land in the city to allow or permit any growth of weeds, grass, brush, or other rank vegetation to a height greater than ten inches, or any accumulation of dead weeds, grass, or brush on such land;

c.

It shall be unlawful for any owner, tenant, or occupant of land in the city to allow or permit the growth of vegetation to a height greater than ten inches or noxious weeds on any land between the property lines of the parcel and the pavement edge of any public roadway;

d.

Tall vegetation along driveways and public roads that may impair visibility when entering or exiting public roads is prohibited;

e.

If the provisions of this subsection are not complied with, the code enforcement officer will mail a certified written notice, return receipt requested, to the owner, tenant, or occupant of the land requiring such person to comply with the provisions of this section. If the owner's address is unknown, the city clerk will publish a notice in the city's official newspaper. The notice and publication shall include the property address or description of the property and a description of the violation. The violation shall be abated by the owner within seven days of the mailing or publication of notice. If there is failure to comply with the violations outlined by this subsection, the city will abate the nuisance and assess the cost to the owner. The owner shall pay the assessment within 30 days or the assessment will be applied to the owner's property tax statement;

f.

Subsections (8)b and (8)c of this section shall not apply to:

1.

Natural areas, including, but not limited to, wetlands, prairie grass or wildflower restoration, public open spaces, stormwater ponds, wooded areas, rain gardens, bogs, or marshes;

2.

Land used for agriculture;

3.

Landscaped areas, as shown on an approved landscape plan;

4.

All property that is zoned rural residential, agricultural, long-term agricultural, and future urban service;

5.

All property that is not platted or developed. For the purpose of this subsection, the term "developed" means that the property has been improved with the construction of buildings, parking lots, or other facilities, excluding utilities or sewer or water lines;

6.

Any property that is undeveloped and platted greater than five acres;
