If you have too much cardboard to fit in your recycle can, it should be cut to a size that would fit in your recycle can and bundled.

Reminder: Garbage cans should not be overfilled. The lid of the can should be able to close, when cans are overfilled the excess trash falls out of the can when the truck lifts it.

Your home will be visited this Saturday morning, November 21 by a small group of Hugo's Scouts. They'll be part of a city-wide effort known as "Hugo's Scouting for Food & Feeding the Need".  Scouts all across Hugo will collect non-perishable food and personal item donations for our Hugo On Saturday morning, Scouts will ring your doorbell seeking donations.  If you're not available (or would rather not answer your door in your pajamas) you're welcome to leave a bag at your front door before 10am or drop off at Viker's front porch at 4545 Garden Way N. These will all be collected by Scouts. Thanks in advance for your generosity and the community spirit that Victor Gardens residents are known for.

Sprinkler Winterization Schedule

Please see below for notes about sprinkler winterization tips for keeping Shawn on schedule.

Saturday is completely full.  Sunday has a little more wiggle room,  but not much.

It sounds like Saturday morning may be a little cool so I hope that does not slow down the process.

The times on the list are a window of when I hope to be in your area.  If you need updates on the progress you can call or text but my response time back may not be immediate since I will be concentrating my efforts on moving through the list or you could take a drive through the neighborhood to see how things are progressing as per the list.

If anyone has a conflict with the schedule on Saturday they can be moved to Sunday late afternoon/early evening as there is some limited availability.

Things to remember to make everything go smoothly:
1. Turn your water supply line to the irrigation system off. it is usually in the basement, the night before the service.
2. Make sure there is easy access to the controller (usually in the garage) or if arrangements have been made to use the valve boxes, that all valve boxes are uncovered, marked and soil/debris removed from around the valve inside the box so that they can be found and opened quickly.
3. If zones do not work from the controller I can still winterize the zone if the valve boxes are located, but I will not be able to spend a lot of time locating and fixing issues with systems and still keep on schedule.  This would need to be rescheduled.    
4. $50 Cash or Check to Shawn Herman.

Sprinkler Winterization

It's that time of year again - irrigation winterization! Shawn Herman with Classic Landscape has been doing winterizations in the neighborhood for several years.  He is planning on the weekend of October 17 and 18.  The price will remain the same as last year which was $50.00 cash or check payable to Shawn Herman.

THIS PRICE IS ONLY GOOD ON THIS WEEKEND.

Other times can be scheduled if this does not work for you but regular season rates will apply.

This is the tentative route I would use for the weekend based on last year numbers to help give residents a rough estimate of where they would be on the schedule.

On Sat. the 17th the route starts at about 8 AM on Poets Green then to Garden Way West side of street heading south.  Around Jardin to Garden Way (usually mid morning), up Arbre, and around to catch the east side of Garden Way (usually early afternoon).  Then head east around to Cosette Way and take Victor Hugo down to Garden Way.  Go around the Park and back up the east side of Cosette Lane (mid to late afternoon) around to Victor Hugo.  From there I will head east down Val Jean to the Bridge.  Depending on response I will probably stop here due to darkness.

On the 18th start time will depend on number of participants.  It probably would not be before 11 am.  I would begin again on Val Jean from the bridge heading east to Everton.  North on Everton, east side of street, to Provence.  Around Provence back down west side of Everton to Val Jean.  Then west down Val Jean to the Bridge.

As usual timing/scheduling will be totally dependent on the number participating and if there are any unforeseen problems encountered during the day.

Lawn Care - $40 Core Aeration Service

Jeff Ambrose has offered his lawn aeration services to Victor Gardens residents for a number of years and does a very professional job. He's offering a Victor Gardens discount rate of $40/per lawn (slightly higher for larger lawns). That's less than what most others charge for this service. For do-it-yourselfers, this is a pretty good deal considering the cost of renting the machine, time and effort involved, plus the cost of gas. Jeff did a great job on our lawn over the last seven years, and I would recommend his service.
Core Aeration Promotes Healthy Grass

If you're unfamiliar with core aeration, the U of M Extension Service describes it pretty well, "Core aeration is the best method of dealing with the problem of compaction in the lawn. Aeration promotes moisture and air penetration into soils, resulting in deeper and healthier root systems on the grass plants. ... The best time of year to aerate the lawn is late August to early October. Aeration can be done in the spring but will lead to additional weed seeds being brought to the surface where they may germinate. In fall, weed seeds will also be brought to the surface, but they will not sprout."

SFV Board Meeting set for September 23

Here's a reminder for Single Family Village residents. The next Victor Gardens Single Family Village Homeowners Association's board meeting is scheduled for Wednesday, Sept. 23 at 7pm. The meeting location has been changed to Hugo City Hall.

In addition to it's regular duties, the SFV Board will discuss stepped-up enforcement of applicable Rules, Covenants, Conditions, Restrictions and Easements. The Board will also discuss options for a new, professionally managed community website and other communication tools.

Any SFV owner wishing to speak to the Board will be welcomed and encouraged to participate.

National Night Out

National Night Out is Tuesday, Aug 4th!  It is a national event designed to help people meet their neighbors and make communities safer.  The Victor Gardens event will be held at Arbre Park from 6-8pm.

Clearwater Cove - City Planning Commission Meeting Tonight

Tonight, the City of Hugo's Planning Commission will meet to discuss the proposed DR Horton neighborhood east of Victor Gardens (and south of Frenchman Road).  The development area, known as "Clearwater Cove", is adjacent to Victor Gardens Creek Side Villas sub association.

The agenda's numerous pages describe the Clearwater Cove project in great detail. This includes its relationship to Victor Gardens, Everton Ave., trail connections, etc.  

Also on the agenda is discussion of a new Park Dental commercial building to be built next to Kwik Trip.  The details of that proposal were discussed at this month's Victor Gardens Architectural Review Committee meeting.  The ARC approved two phases of the design.

Fire safety issue with grills on decks

Residents: 

The City of Hugo has been notified of concerns with grills on decks of multi-family buildings. After discussions with the City, Fire Chief, and Fire Marshal and review of the Minnesota State Fire Code, the City would like to clarify its position on such matter:

The City of Hugo recognizes that during the warmer months of the year, residents enjoy spending time outside, grilling. The City Council did not believe in prohibiting such activity and believes residents of Hugo can use sound judgment when using this summertime luxury.

Appendix H in the State Fire Code relates to regulating fires or barbecues on balconies or patios. However, the rules in Appendix H are optional rules and are only enforceable if the appendix is specifically adopted by a local ordinance. The Hugo City Council considered adopting such an ordinance in 2009, but after significant discussion at several public meetings, the Council decided to prohibit turkey fryers and fire pits, but they did not prohibit grills.

The City of Hugo would like to remind residents to take precautions while grilling to reduce the likelihood of starting a fire.

Anoka-Washington Judicial Ditch 3 Historical Review Public Information Meeting

The Rice Creek Watershed District (RCWD) will be holding an informational meeting Tuesday, July 14, 2015 at 6:30p.m. in the Hugo City Hall council chambers, 14669 Fitzgerald Avenue No., Hugo, Minnesota. Information will be presented regarding Anoka-Washington Judicial Ditch 3, including a discussion on how the RCWD is proposing to correct the drainage system record, which includes the functional alignment, dimension and grade of this public drainage system. National Night Out

SFV Play Equipment Clarification

The Victor Gardens Community Association's Board of Directors (AKA the Master Board) clarified language regarding play equipment within Single Family Village Homeowners Association:

For the purpose of defining items are that are NOT considered allowable playground equipment as defined in the Section 7.15 of the Master Covenants: 

Certain play equipment may be used temporarily during the day, but must be stored inside overnight: 
  • Portable basketball backboards (permanent backboards are not allowed).
  • Soccer/hockey/lacrosse and similar nets. 
Certain items must be approved in writing by the Single Family ARC prior to use, and are only granted under special circumstances: 
  • Above ground trampolines 
  • Ice rinks 
  • Inflatable play equipment and/or inflatable seasonal décor 
  • Play structures

A reminder...

The Board wishes to remind property owners of the restrictive covenants and rules applicable to all Victor Gardens properties. The covenants were adopted for the purpose of protecting our property values and ensuring that Victor Gardens remains a pleasant and desirable community, so it is in the interest of all of us to make certain that the covenants are honored.

Now that Spring is here, Community Development Inc (our Community Managers), are active in enforcement of the covenants and rules for the common benefit of all property owners of Victor Gardens.  Residents are reminded that any changes to the exterior of their homes or landscaping requires written Architectural Review Committee (ARC) approval.

Victor Gardens Community Association's ARC ensures that any new home built in Victor Gardens is appropriate to the neighborhood and maintains our existing owners expectations.  For those who are already living here, those high standards also apply.
  • Single Family Village Homeowners Association owners should refer to the SFV ARC page before planning any outside project. That includes replacing garage doors, adding new screen doors or decks, modifying landscaping or paint colors and many more. A complete list of potential projects (and their requirements) is available on the SFV ARC page, along with helpful advice and the Single Family Village Architectural & Landscape Change Application.
  • Victor Gardens Creek Side Villas owners should contact their sub-association board for details, as there are some new changes Creek Side residents should be aware of. 
  • All other Victor Gardens Condo owners should follow instructions on the VG Condo ARC page.


Annual Meeting - Single Family Village Homeowner's Association

Dear Victor Gardens Single Family Village Homeowners,

It's that time of year again for the Victor Gardens Single Family Village (SFV) annual Homeowners Association meeting. The meeting will be held on Thursday, April 30, 2015, 7:00-8:30 PM at The Rice Lake Center at Public Works, 6900 137th Street North Hugo, MN. It is our goal to keep the meeting informative and brief as possible.

In order for your Homeowner’s Association to operate, residents must attend the Annual Meetings or send in their proxies. Your cooperation is very appreciated.

Especially important is the Election. This year there will be no new elections to the SFV Board as each Director’s terms are 3 years and 2 members were elected in 2013 and three in 2014. These Directors represent your interests in our neighborhood. SFV Directors will be appointed to represent our Association on the Master Board and Master Architectural Review Committee.

This year the Board of Directors will update Homeowners on neighborhood news as it relates both to the Single Family Village and the Master Associations. We truly believe that providing Homeowners with this information during the meeting is beneficial to everyone. You can look forward to hearing updates on new Social Committee initiatives, landscape renovation projects in our parks and Common Areas, new homebuilder news, remaining Single Family lot updates and more. We will also leave ample time at the end of the meeting for new business and a Homeowner Forum. This will give you an opportunity to talk about issues that are important to you. We want to hear from you and welcome this type of involvement from our community.

Thinking about having a Garage Sale?

It's time to start thinking about garage sales! The last couple of years we've done the Victor Gardens Neighborhood sale the same weekend at the Clearwater Creek Sale/ Hugo Good Neighbor Days. This is June 4, 5, and 6.

Is there interest in doing a neighborhood sale (this weekend or another)? If so, we need someone to coordinate. At absolute minimum the person coordinating needs to submit advertising to the Citizen and Craig's list. Ideally the coordinator would also collect a list of addresses and times that we could put on the website as well as make some signs about a neighborhood sale (each sale also would be encouraged to have their own signs).

Quality Window Cleaning - Flat Rate Offer for Residents

Quality Window Cleaning is offering a special $175 flat-rate for Victor Gardens Single Family Village residents. This price includes cleaning all windows, screens and doors inside and outside. This is the same company Tony Schwab has recommended for a number of years, and reports of their work were very positive. Please contact Grant Dahl at (763) 656-8519.

Similar flat-rate discounts were offered last year for Condo residents.  Last year's $100 Condo price included cleaning all windows, screens, and doors inside and outside.   This offer extended to the Villas, Gables, North & South Village, etc...

$40 Spring De-Thatching/Raking Service

Bud Schneider is offering discounted machine de-thatching/raking services again this spring.  Tony Schwab has negotiated group rate pricing with Bud.  The cost is the same this year as in previous years: $40 per yard. 

Many residents have been hiring Bud Schneider for the last few years and he's done a great job.  Sure beats raking by hand!

Scouting for Food & Feeding the Need update

We have great news!  Girl Scouts, Boy Scouts and Cub Scouts have completed their collection drive for today.  Together, these teams fanned out throughout the City of Hugo and collected over 2425 pounds of donations.  That's a 46% increase over last November's effort.

Even with over 100 volunteers, covering nearly every neighborhood in Hugo is a big task.  It's possible that Scout teams, however, were not able to make it to your home this morning. We did miss a few bags and we're working to pick them up this afternoon and tomorrow.

To request a pickup, please email markviker.pack151@gmail.com .  Please leave your address and unit number.  Alternatively, you can drop off any donations to the front porch at 4545 Garden Way N. this weekend.  We'll make sure they're delivered to the Hugo Good Neighbors Food Shelf right away.

Food Shelter Collection Drive Saturday Morning

This isn't just a fun Saturday morning activity for kids.  It's an effort we can all be proud of.  Young people learn to work together.  They help to solve a tangible problem and draw inspiration to greater service.

Thanks to Dawn LaFontsee!

Dawn LaFontsee served on the Master Association's Long Term Planning Committee, the Master Association's Landscape Committee, and as VG's Creek Side Villas Liaison to the Master Board.  She and her husband John were great neighbors and friends to many in our neighborhood.  Although they've moved away, their positive impact on our community will remain.  We wish Dawn and John all the best in their new home and thank them for their years of service and friendship.

Spring projects

Over the last few months the Victor Gardens Community Association's Board (also known as the Master Board) has taken action on a variety outdoor maintenance and improvement projects.  As Spring rolls in, you'll start to see work finishing up on projects such as:
  • The Victor Square pond fountain has been started up for the season.
  • Repairs have been completed at our Neighborhood Activity Center.
  • Pool and Neighborhood Activity Center key fob access has been upgraded along with improved security camera recording systems.
  • As the ground warms up, the uneven area under the broken Poet's Green Fountain will be dug up, re-leveled, and re-set.  The fountain will be converted to a planter in the same location, installed with drip irrigation, and professionally planted and maintained.
  • Repairs to Jardin Fountain have begun.  A few replacement parts have already been installed.  The fountain will be re-started up after the repairs are completed.
  • The City of Hugo will complete its work at Poet's Green.
  • Electrical service will be completed at Victor Gardens main entrance at Frenchman Rd. and Victor Hugo Blvd.  This work will facilitate the future installation of holiday lighting, landscape lighting, etc. near the wooden arbor and surrounding median area south of Frenchman Rd.

Egg Hunt and Petting Zoo

The annual egg hunt and petting zoo will be held at Arbre Park on Sat, March 28th.  The egg hunt begins at promptly 4:00 (don't be late... it lasts just minutes!).  The petting zoo from Walton's Hallow will run from 4:15 - 5:15.  Don't forget to bring quarters for animal feed.

Can you help make this fun event happen?  We need volunteers on Monday, March 23rd at 6:30pm to fill the eggs in the activity center (pool house).  Kids are welcome (you may want to discuss beforehand how much candy they can eat while helping...).  We also need help with set-up at 3:00 at Arbre Park on Sat, March 28th.  Please contact Lisa at john3995@umn.edu or 651-353-2619 to volunteer or if you have questions.

The committee members are now in the process of rescheduling ARC's March meeting to avoid absences due to the March school spring break.  Upcoming, tentatively scheduled ARC meetings are posted on Victor Gardens News' calendar.

SFV Board meeting location change

Update: Victor Gardens Single Family Village's Board of Directors meeting will meet at Rice Lake Centre on Tuesday, Feb. 3 at 6:00pm.  The meeting's location has been moved due to construction in our Victor Gardens Neighborhood Activity Center.

Winter Carnival at Oneka Elementary

Looking for something to do with the kids this Friday night?  Come to the winter carnival on Fri, Feb 6th from 6-8pm at Oneka Elem.  Cost is $10/ child or $25 for 3 kids and covers all games and activities.  The carnival will feature a bounce house, mad science experiments, games, face painting, a raffle, book walk, Nordy from the MN Wild and much more!

Support Tristan Kalos' Eagle Project

Your neighbor and Victor Gardens resident, Tristan Kalos, is a remarkable young man. He's a volunteer generous with his spare time and talents. Working regularly with Hugo's Good Neighbors Food Shelf and with younger boys in Cub Scouts, he's now turned his attention to his next effort.  Tristan's currently a "Life Scout" with Hugo’s Boy Scout Troop 151 on his way to earning Scouting's highest award- Eagle Scout.

With his Eagle Project, Tristan will continue to give back to his community by making improvements at Central Middle School in White Bear Lake.  In order to complete the project he’ll be raising funds to pay for materials and supplies.  He’ll also be in charge of coordinating the many volunteers needed to complete the job.  Please follow this link for details and donation information.

It’s easy to be proud of a self motivated young man like Tristan. I hope as neighbors we can all help financially support his ambitious project.  Thank you for supporting Tristan!

Changes to the Social Committee in 2015

After 3 years Kelly Farrell has decided to step back from leading the social committee.  If you see Kelly please thank her for all her hard work over the last 3 years (especially her work on National Night Out!). 

We welcome Kasey Birch as the new co-chair of the social committee.  Kasey and Lisa are working to plan events and budget for 2015.  If you have any suggestions, concerns, or would like to volunteer to run an event please let us know!

Place your garbage and recycling cans away from each other

Single Family Village residents: Gene's Disposal has requested that trash and recycling bins be put on opposite ends of your driveway on pick-up days.

They have switched over to automated trucks, so they need a little extra room to grab the bins. If you cannot put them on opposite ends of the driveway, they said a two foot space between that bins would also work.

ARC meetings are on VG's calendar

As a reminder, all Architectural Review Committee meetings for Victor Gardens Community Association (the Master Association) are open to VG owners.  If you're interested in seeing the process by which new home designs are discussed and approved by the ARC- attending these meetings is a good opportunity. Visit our ARC page for more background info.

After applications are submitted, the ARC's members generally have at least 7 days to review them.  Members arrive to the meeting ready to discuss the details of each application and vote if necessary.

The ARC's meetings appear on our Victor Gardens Calendar page.  The next one is scheduled for Tuesday, February 10, 6:30pm at VG's Neighborhood Activity Center.

In some cases where applications aren't received on-time or there's nothing for the committee members to discuss, the ARC meetings are cancelled.  Keeping an eye on the calendar will alert you to any changes in the schedule.

Snow removal update

After today and this evening's light snow passes thru, the winds are expected to increase causing overnight drifting.  Expect that snow removal services will clear the city sidewalks Friday morning.

Next week's ARC meeting cancelled

VG's Architectural Review Committee's regularly scheduled monthly meeting (Tuesday, Jan. 13) has been cancelled.

Submissions must have been received by VG's Community Manager Jennifer Campbell at least 7-days prior to a scheduled ARC meeting.  The committee members need this time to review the materials at home prior to discussing and voting on applications during the committee meeting. 

All future scheduled monthly meetings appear on the Victor Gardens News calendar.


Any interested VG homeowner is welcome to attend any of ARC's meetings.  Sometimes ARC meetings are cancelled when there aren't topics or applications for the committee members to discuss.  That's why ARC's Jan. 13 was cancelled.

Activity Center

According to Community Manager Jennifer Campbell, on Jan. 2. a burst pipe in the Activity Center which caused damage inside.  Contractors are working to cleanup and make repairs.
